After the carrier confirms the text or the minute. A retry after a timeout is not a second charge.
Not on a date. It is released after 12 months with no account sessions, after three warnings and a 30-day reclaim window. Opening the app counts.
Settings → Account → Delete account. That destroys the data. Uninstalling the app alone does not.
